Looks like the problem relates to the various lambdas being bundled together. Therefore even the schedule lambda which doesn't care about authentication is requesting the panda file. I'd happy to fix this forward rather than rollback. |

It causes the scheduler lambda to return an error due to missing permission on getting the S3 object of pan-domain public key file.
